All Heads of Department involved in maintaining confined spaces are responsible for implementation of the procedure with the help of their representatives.

(a) AEL and LEL:

(a) AEL和LEL: The Tata Steel Wire Division acceptable exposure limits(AEL) and lower exposure limit (LEL) are mentioned in the Confined space work permit form, SAF/TSWD/1003

封閉區(qū)域工作許可表SAF/TSWD/1003規(guī)定了TATA STEEL線路部可接受的接觸底限（AEL）和低接觸底限（LEL）。

(b) Attendant:

(b) 工作人員: A person who must be in continual visual or hearing contact with personnel inside the permit-required confined space.

必須與許可的封閉區(qū)域內(nèi)的工作人員不斷保持視聽聯(lián)系的人。 An attendant must be adequately trained to monitor the activities of personnel inside the space and must perform all attendants’ duties assigned in the procedure of working in Confined Space.

工作人員必須經(jīng)過全面培訓(xùn)，監(jiān)視在封閉區(qū)域內(nèi)工作的人員活動(dòng)，必須履行其在封閉區(qū)域內(nèi)工作程序中所應(yīng)當(dāng)承擔(dān)的義務(wù)。

 

(c) 1.0 - Controlled Space:

(c) 1.0 – 受控制的區(qū)域: An enclosed or partially enclosed space, which a person may enter, where under normal conditions, the area a safe oxygen level has, has no contamination and no risk of engulfment.

任何人員可以進(jìn)入的封閉或部分封閉的區(qū)域在正常條件下的氧氣標(biāo)準(zhǔn)是安全的、無污染、無塌陷。 A Controlled Space may become a Confined Space due to the Task Related or Introduced (Interaction) Hazards of a particular job or task.

受控制的區(qū)域可能因與任務(wù)有關(guān)或特定工作或任務(wù)的外來（互為影響）危險(xiǎn)而變成封閉區(qū)域。

 

2.0 - Confined Space:

2.0 – 封閉區(qū)域: means any space having a limited means of egress, which is subject to the accumulation of the toxic or flammable contaminants or has an Oxygen deficient atmosphere.

是指因有毒或易燃污染物的聚集或空氣中氧氣含量下降而造成進(jìn)出受限制的區(qū)域。 It may also have moving machinery / electrical or other accidental / physical / engulfment hazards.

其中也可以有移動(dòng)的機(jī)械、電力或其他意外、物理、塌陷危險(xiǎn)。 Examples of confined spaces are:

封閉區(qū)域有： Pits, Dikes, Excavations, Cable Tunnels, Sewers, Vessels, Storage Tanks, Gas Holders, Cyclones, Dust Catchers, Electrostatic Precipitators, Scrubbers, Silos, Vats, Boilers, Ducts, Pipe Lines, Furnaces, Conveyor tunnels, Manholes, Hoppers, Bins and any other equipment or location where entry / exits requires unnatural or temporary arrangements.

溝渠、水堤、挖掘現(xiàn)場(chǎng)、電纜管道、下水道、容器、存儲(chǔ)罐、儲(chǔ)氣罐、旋流器、除塵器、電除塵器、洗滌器、貯倉、大桶、鍋爐、管道、管線、熔爐、傳送道、檢查井、裝料斗、料倉和任何其他設(shè)備或進(jìn)出需要非正常或臨時(shí)許可的地點(diǎn)。

 

(d) Competent Person:

(d) 專業(yè)人員: A person declared by Chief Inspector of Factories as competent under Section 36 of Factory Act 1948 based on qualification, experience and facilities available at his disposal to certify a confined space as safe to work based on test / examination of atmosphere carried out by himself.

由工廠首席檢查官按照工廠條例1948第36節(jié)的要求并根據(jù)其資質(zhì)、經(jīng)驗(yàn)、可使用的設(shè)備在獨(dú)立測(cè)試/檢查空氣的基礎(chǔ)上有能力確認(rèn)封閉的安全工作區(qū)域的專業(yè)人員。

 

(e) Contaminant:

(e) 污染物: any dust, fume, mist, vapour, gas or other substance in liquid or solid form, the presence of which may be harmful to health and safety.
